Zoning/Downtown Plan

The Evanston Downtown Plan continues to wend its way through the City's Zoning review process. Initial draft regulations for all new proposed downtown districts are available on the City's website. These technical Zoning Ordinance drafts follow fairly closely the Downtown Plan, as proposed to and affirmed by Evanston's City Council.

For most neighbors, concerns focus around the Plan's Bonus provisions, which allow developers to gain increased height and density in exchange for the provision of specific types of beneficial features, for example green roofs, which could benefit the community at large. This key section is still under development in the Zoning Committee.

A second concern continues to be the process that would stipulate the forum for public review of proposed building designs. As it is currently proposed, properties in the downtown area and along Davis and Sherman will not be subject to Planned Development review that is now familiar to many residents. How and when the City will solicit citizen input to new proposals is still uncertain. SEA Board members will continue to keep members and residents apprised of progress on these issues.
