SEA Urges City Council to Deny 605 Davis Proposal in Current Form

On September 28, 2025, the Southeast Evanston Association submitted a letter to the Evanston City Council urging members to uphold the Land Use Commission’s recommendation and deny the proposed 605 Davis Street planned development in its current form. The letter was also published by the Evanston RoundTable as a Public Square submission by SEA President John Kennedy.

SEA’s position focused on three principal concerns: the fiscal impact of the proposed development and its tax treatment; the scale of requested zoning variances for height, density, and parking; and the practical effects on nearby neighborhoods, including already limited overnight street parking in Southeast Evanston.

The Association emphasized that it supports reinvestment in downtown Evanston, but that major projects should be fiscally sound, consistent with adopted plans and codes, and respectful of surrounding residential areas. SEA also noted that both the City and Evanston’s public school districts face significant fiscal pressures, making the long-term revenue and tax implications of large planned developments especially important.

The proposal requested substantial allowances from Evanston’s zoning standards. SEA argued that granting exceptions of this magnitude before the City’s broader planning framework was settled risked creating both zoning and fiscal precedents that could weaken the City’s ability to manage future development responsibly.

SEA further raised concerns about parking, noting that the proposal included roughly 80 on-site parking spaces for more than 400 residential units. The Association stated that reliance on leased spaces in municipal garages would not fully address neighborhood impacts or the additional operational burden on the City.
