RoundTable Letter by SEA Board Member Addresses Zoning Process and Federal Grant Commitments
A letter to the editor by Southeast Evanston Association Board Member John Storey Williamson was published in the Evanston RoundTable on February 21, 2026.
The letter addresses the relationship between the City of Evanston’s successful application for federal PRO Housing grant funding and the sequencing of the City’s comprehensive-planning and zoning discussions.
It discusses the timing of the City’s initial PRO Housing application, submitted before the public release of the first draft of Envision Evanston 2045, and raises questions about how federal grant certifications and anticipated land-use reforms can shape institutional expectations before local policy deliberations are complete.
As Evanston proceeds with a zoning-code update, the letter encourages earlier public disclosure when federal grant applications include land-use representations; clear City Council authorization before such certifications are made; and planning processes that invite meaningful public input before institutional commitments are finalized.
