SEA Submits Statement on Revised Zoning Update Scope of Services
The Southeast Evanston Association (SEA) has submitted a formal statement to Evanston City staff regarding the revised Draft Scope of Services for the City’s proposed Zoning Update.
SEA appreciates the City’s incorporation of public feedback into the revised document released February 19. In particular, the expanded anticipated impact analysis—including infrastructure capacity, school enrollment, displacement risk, and fiscal sustainability—represents a meaningful improvement to the proposed process.
At the same time, SEA has urged the City to provide clear legislative direction before the zoning-update process advances into consultant-led concept development, draft zoning text, or parcel-level mapping.
Key Process Considerations Raised by SEA
SEA’s statement asks the City Council to ensure that:
The consultant’s role remains analytical and advisory, rather than policy-setting.
The Council establishes the intended scale, geographic reach, and implementation parameters of a zoning update through public legislative action before draft zoning concepts are developed.
An independent impact analysis evaluates Evanston-specific conditions—including housing supply, infrastructure, fiscal impacts, displacement risk, historic preservation, and lakefront protections—before potential development locations or regulatory changes are proposed.
The City explicitly defines whether publicly owned land, institutional campuses, historic districts, and overlay areas are within the scope of zoning analysis before Phase 2 begins.
Residents can understand how public input is documented, evaluated, and translated into potential regulatory proposals.
SEA recognizes that zoning affects long-term physical outcomes, property rights, housing choices, public infrastructure, historic resources, and the character of Evanston’s many distinct areas. A rigorous and transparent process, grounded in independent analysis and guided by elected officials, will strengthen public confidence and help ensure that any future zoning changes reflect Evanston’s needs and priorities.
